In my current match vs Old Crow Bolshevik I researched mobility with like everyone. Because the description says. this will add a movement point to infantry.
With my abundant experience in Strategic Command I (!!!) should have known, that this is NOT a free upgrade once researched.
But maybe the wording could be changed to be more specific.

Also I think, the mobility upgrades might be too expensive. Now that I researched them. Not sure tho.
