Leader Availability

If a leader has a Last year/Month of 1941-10 would that mean in October 1941 he would no longer be available in a campaign game?
PO2 US Navy (1980-1986);
USS Midway CV-41 (1981-1984)
Whidbey Island, WA (1984-1986)
Naval Reserve (1986-1992)

Should be available up to and including October.
If he's removed from command he can't be assigned again.
AFAIR if he stays in command he has an increased change of being KIA
