Attack problem

AI fail to occupy an open unoccupied capital and fortress town.
Just a small gremlin in another wise a fine system.

Could you tell me if this is a custom campaign or one of the defaults?

If it is a default campaign, is this the 1939 campaign?

Just curious as I looked at the scripts and it suggests the Axis AI should attempt to drive towards Lisbon if there are available units (nearby) after 1941 and if Gibraltar is also in Axis hands.
