Declare War button disable bug with 1.28 (show stopper for TRP mod)

This bug renders the TRP mod non-playable as major powers are not displayed on the Diplomacy screen so all PBEM games and Single Player games are non-functional.

It is no longer possible to use the War Maps to Declare war on a Major Power (you can only do minors)

EDITED: If you have the country marked as BLOCKED in Diplomacy for the Editor then it is causing the Declare War button to be disabled on the War Maps. In v1.27 of the EXE (and prior) Blocked only affected the Diplomacy screen and not the war maps.

I have a work around by unblocking them in the Editor and setting the Max chits to 0

HOWEVER, this still means that every game that people are currently playing is still bugged and they will not be able to finish it and would need to restart once I put out the new version of TRP.

Unfortunately we made a change that would work better across all games, e.g. to prevent the Declaration of War against blocked countries diplomatically, well at least for all of our default campaigns, but it looks like we didn't anticipate that it could be problematic for some custom campaigns using this setup different from what we would have expected.

Glad to hear you found a workaround, even though current matches with the latest EXEs played with older versions of your campaigns might get nerfed.

The 'work around' version has the advantage of seeing the major power's mobilization level on the diplo screen.
