#1 --- Frankly don't care what you do in Luxemburg, Netherlands, Belgium. You can paratroop over it, or dig thru M-line as to avoid the USA attention. There are few perfectionists out there, who like all that screw the USA readiness over calculations. If they're into this, whatever, just another penny pinching weirdo.

#2 --- Romanian surrender in possible in 1943, right. If you ain't defending it, tough cookies. You gotta have German garrison in the Capital and a port. I'm more afraid of some long-range Paradrop from Crete/Greece. It's a must to stash garrison in capitals of those minors.

#3 --- Paradrops in France is completely fair game. Who knows what lies in store for the Allies. Dudes are doing this all the time. Desperation most of the times, to draw something away from Russia. Most the time, sneaky drops take Belgium/Lux, or whatever. And then what, supply is toast. Hunt down Band of Brothers and Bridge Too Far. They die < 5 supply, you won't have to worry about them anymore. Better beware of Paris. I've been soft there, need more than a garrison. There's gamers who'll seem weak, and dump x3 Yanks Paratroops with x2 British and Air support and bye-bye Paris.

#4 --- British/Allies doing the indirect DOW on their own or Pacific. Now this is a problem. Gotta be a house rule, this gums up the whole Pearl Harbor, reality of why a war. Wise guys like to do some tricky stuff right before Pearl Harbor. House rule and make USA readiness drop 50 points.

#5 --- First of all, if you're gonna park the Kreigsmarines in port, in the early years, dumb. You're giving away the slight momentum at sea. The best raiding is Canada spot, most MMPs. There's no way the Allies can protech everything early on. Additionally, if the Royal Navy is AWOL in the West, Axis should figure that out, and could put great pressure on North Africa, England, and raid.

#6 --- Suicide scout ships, and suicide Transports. Oh well, people do crazy sh_t.

Frankly, I believe some level of Farming should be allowed. Certainly by the Japs. If the USA is gonna focus on the West, what else can the Japanese do but practice. Japan did target practice all the time on civilians. Farming has drawbacks. First, you're not advancing or conducting offensives. Second, gives away your positions. I would say farming is allowed by the Axis. It's really stupid to Farm with surface ships. Just boring to watch the replay.
