Attacking the Levies in New Orleans Question

I'm in a game as the Union and parked a gunboat on the hex which "should" have given me the opportunity to attack the levies and flood New Orleans ....

Nothing happened .... I wasn't given a choice / pop up as to whether I wanted to or not .....

So exactly how should this work ? Are there mitigating steps the South can take which would preclude this from occurring ?

Confused I am .......

In order for the event to fire you have to begin your turn with a warship located in the hatched hex. So, the event won't transpire until your next turn if you just moved into hex 96, 128.

And no, once the forts guarding the lower Mississippi are gone the South can't do much to stop it as they couldn't historically because of New Orlean's natural vulnerability to flooding. I suppose a Confederate player could post a blocking squadron in that hex, but due to superior Union naval numbers it probably wouldn't last long.
