Japanese Air in Hawaii

Once Hawaii is completely conquered, why can't Japanese air redeploy into Hawaii? Makes no realistic sense, especially since the sea planes can overfly Hawaii in a search or strike, and you can redeploy air anywhere else in the world.

I had no problems redeploying air units into Hawaii once conquered by Japan. You need Honolulu to be at least 3 points of strength...

Disregard. I was allowed to finally move air into Hawaii. Took a few turns. Guess Honolulu was at 0 when I took it.
