[1.25 #196] Fuel strangeness on unit admin window

I found that sometimes fuel percentage is shown as 100% even if this is not the reality.

In attached savegame have a look to the two indipendent units out of supply in the south. Both have a percentage of fuel available:
armored car: 101/140 -> ~ 72% -> displayed in unit admin window as 72% - all OK
motorized infantry: 81/108 -> ~ 75% -> displayed in unit admin window as 100% - not OK

I think this is due to the fact that the fuel % calculations are made before starvation.
