1.25d Failed a roll that was guaranteed to succeed

The tooltip mentioned at least a 102 roll but I actually rolled 94. Luckily enough this game allows saving during the turn so I saved right after the failed roll. Everything is similar to the situation before rolling... Except that Wilbur Kelly is a slightly happier and wealthier leader.

Yes... but his advisor made a higher skill roll and had a different relation modifier. Rare case, but voila.
