1.25d Logistics spent points inconsistency

I expect the same amount of logistic points from start to finish (minus some possible flow between different branches) but here the amount is different in most hexes. This is the same in every direction.

The screenshot is after some transfer but the issue was already present right when loading the save.

Yes there is a slight random element with bulk items that typically weigh 0.25 when transported overseas. (see bulk items in latest manual version)

Maybe it should only be random for the remainder?
If you got 27 items worth .25 weight each:
Currently you roll 27 times for each hex. I doubt that will be efficient turn processing.

It would be better if the first 24 were just 6 Bulk.
And then the remaining 1 Bulk is rolled with a 75% chance.

Ideally you want to calculate/roll that only on the first hex the weight is leaving land.
