Evasion not working when assigned to a resource

In the attached screenshot I tried to assign defensive evasion to resources (int this case a major port) and as a test set it to 90% evasion.

I then attacked the UKs Major ports with Strategic bombers and Battleships and the port never evaded even when set to 90%

My goal here was to add a small evasion percentage for resources to simulate the difficulties of a strategic attack as the Allies did miss allot.

Thanks, I'll add this to my list to check, just not sure when I'll have a chance to really look into it or potentially make a change here.
