The game has absolutely zero account for the source of SS and Wehrmacht foreign manpower replacements. Essentially you get their historical starting amount of men and thats it.

For reference
LVF had ~5800 French soldiers brought in over its life time.
In game in spawns with its historical 2118 men at TOE so its short almost 4000 men.
Likewise the 8th SS French Sturm Brigade is 1472 men and does not reform into the 33rd Waffen Gren Div Charlemagne... No replacements nor expansion

Even accounting for the reshuffling done there that is over 10k men. And there are multiple other divisions, Blau being one of the Wehr ones, and it had 30,000 replacements over its lifetime.

Either these units need a dummy collective foreign volunteer nation to supply them manpower or Germany needs to get events to compensate. This is just one small factor that results in Germany being unable to hold out to the historical date in competitive games.

Likewise the Flak regiments in the mainland should be disbanded and less efficient formations should be generated with excess manpower. This will represent these formations being stripped and left to be manned by factory workers, children, and POWs.

Although I would argue they should go into a new theater box and that along with WE air values should determine WA bomber effects.
