Question about scenario editor

Does the scenario editor allows for editing earlier than 1989 Cold War scenarios or even for late ww2 ones (Germany 1945 for instance)?

The game ships with data for the 80s for the nations involved. Doing anything earlier would require the user to make new data files to support the time in question. The next issue is that the game engine is not adequately set up to deal with WW2 at the 500m scale (that is a future project we would like to do).
