Mission WRA for Tomahawks

Good evening,

I made a small mission for Tomahaks on Land target. Ship has two type 109C & 109E.
I can use AutoFireRange to, sort of, deselect 1 type and only fire the other, works.
Also tried similar with weapons per salvon in WRA. When I set the 109C to 'not against this target type' it fires 2 109E. But when I set the 109E to 'not agianst this target type' no Tomahawks are fired at all.
Was just wondering out of curiosity why or what am I doing wrong here.
