When I make a map for WitE2, I do the followings:
a) Zoom in the map to the largest;
b) Zoom out the map twice;
c) Ctrl PrtSc;
d) Create from clipboard in GIMP;
e) Crop the unwanted;
f) Save as a JPEG;
g) Move to next frame;
h) Repeat c) to g);
i) About 176 jpeg files made as such;
j) Open these files as layers in GIMP;
k) Join them by finding its common pixel;

As the designer likes to change things even the map, I have made the whole map 2 times already. Now, some areas are new for playable hexes to cope with the 2 new NSSs, some new ports etc.. When the scale has changed when it zooms out, merge by part becomes impracticable. Make the 3rd? My patience is run out.

Is there a better way to make a map for planning purposes?

Make it once, then only replace changed screens in your Gimp file?!

They have changed the scale but not too much.
Any idea of the scale they used?
How do you control the scale?
