Cav/Mech Tank Armies

Been poking around for the first time in quite a while to check out the new patches, and I came across these 4 soviet army HQs. Looking at the scenario data, they appear to be present in the Stalingrad to Berlin and Vistula to Berlin Campaigns, but not in the 1941 Campaigns. I'm not sure whether they're meant to be included or not in the full campaigns, but either way, their current setup certainly seems inconsistent.
