What is the highest level AI opponent people can win against as Germany/Italy?

Played a lot on and off now over the last 4 years. The best I can do is against a downgraded Veteran (+10% MPP, no experience bonus). If I go up against full Veteran, I can't manage to take out the USSR.

I play at 1.5 XP bonus for the AI

I can beat the AI on veteran as the axis. Cant win on expert due to the 2.0 exp bonuses (which i dont care for)

Regarding money on higher levels, do I get less or just enemy gets more ?
