clearify the nonexistant reserve function in the manual

Dear Forum,

after 43 I experienced an unwillingness of my German reserves to react.
Sov reactions were normal to plentiful. Even with mediocre and inf-only units.

I tried to exclude any errors of my side like contact of the reserve forces or low supply/prepardness.
But even with elite units in best conditions a reaction to a reserve order is extremely seldom.
Last turn: 3 attacks with 7 mobile, elite divs in range of all 3 attacks, some even next hex: not a single reserve action.

If it should be like that for whatever reason: please put it in the documentation.
If not: pls correct the bug.

This area of the code hasn't been changed in years. There's no reason for it to work less later than earlier in the war. In addition to all the factors Wiedrock listed, were these particularly overwhelming or weak attacks (because that can prevent reserve commitment)?

I don't know - over about 50 turns (when I first noticed it) I have tried everything in order to be able to forecast a reserve reaction.
Same korps, high MP, high CP, high supply level, leader values.
Things like a div is being attacked and 3 high quality mobile divs in almost perfect condition stand by on reserve.
And nothing happens.
Would be interesting to hear if others experience the same problem.
I would not exclude the chance, that it's my fault. Even after all those tests.
