Carrier Battle Bug

So I am finally up to the period when everybody has aircraft carriers in their fleet, and the screen indicates that there is going to be a carrier battle against my bitter enemy, the French (two wars and counting). So the screen below comes up:

With the annoying message below the carrier battle screen. The game then moves on without ever going into the tactical battle screen. This has happened every time I get into a potential carrier battle situation (four wars so far). Is there a bug fix or workaround for this problem? Thanks.

Thanks for the report. What version of the game are you seeing this on? Also could you please upload a save to this post as that'll help in figuring out what's going on.
