There seems to be an issue with PAC-2 in the final end-game. Its not missing, its just plain losing lock in the terminal phase. I have checked PAC-3 and its ARH so its not a PAC radar issue. I have checked several other SARH SAMs and they work. So its specific to PAC-2. It almost seems like the AI thinks the PAC-2 is ARH. So when it gets close to the target, it drops the illuminating radar. But there is not ARH to guide the last 10 miles.

I have set it up clean. You just have to declare the aircraft hostile. I removed countermeasures from the Su-35 to expose the issue better.

Did you check the SA-10a and b Grumble?. I suspect it was suffering from the same problem in my Hormuz Hoedown playthrough. Couldn't see the missiles in action but there was a similar lack of hit calculations from 58 shots (according to Losses and Expenditures) and my HARM strike did much better than I expected. Other Soviet and Iranian SAMs seemed to be working OK, as did the RIM-66A from my side.

(And the very early SA-10A was indeed a SARH rather than SAGG/TVM system; they cut a lot of corners in order to field the system ASAP.)
