This is the only reference I could find to Volkhov in the national_morale file. There is no #LINK reference in it, so it is not affected by DE 415. [Edit] In fact, there is no DE 415 in the 1943 campaign - there is in 1939.
So, USSR loses 1000 NM once if Leningrad is still held by them and Volkhov is controlled by Axis.
