Number in Parenthesis is damaged Depot Capacity?

Rostov Depot lists 55000 freight capacity. A number in parenthesis to the right of that figure states (28500).

This number in parenthesis is the actual freight capacity of Rostov right now. The capacity is diminished because the Railyard is still significantly damaged.

Correct?

Yes, but you will never fulfill that capacity without super depots from April 1942 anyway, so it's not too important gameplay-wise.
