[1.25 f] Stratagem Cards Generation Info Missing

I'm assuming this is a bad, or missing info issue, as I can not figure out how "Plea of Friendship" and "Worker Privileges" cards are generated.

Per the game manual (v1.25 on 11.17.2023) these cards are generated under Meritocracy (score 40, 50). Furthermore, the manual states these are Faction Stratagems are generated when a Faction is "happy."

In the actual game, under the Profile Info tab (showing Regime Feats), these cards are not shown (Recruit Talent, Grand Convention cards are shown here.) Furthermore, in the "Stratagem Generation Overview" report, these cards are not shown in generated list either (note, I have Meritocracy Capable Supervisors unlocked which should unlock these cards per the manual.) There is no report indicating which Faction was happy enough to give the card. I do see a report under the Letterbox tab "New Stratagem Generated" report that the card has been generated, but there seems to be no info as to indicate why.

In my game, I am able to generate these cards, but from the game info, I can not determine how they are being generated.
