Since they are not even moving, they should not burn any fuel at all. It kinda broke my game. :cry:

They do not consume fuel unless they move. Their stocks are probably just below capacity from previous movement, and you either didn't have enough fuel in the SHQ to fill their stocks immediately, or they're too far from a road to fill their stocks in one go. It's also possible you didn't have enough fuel in the SHQ to fully fuel the vehicles when they were placed in the unit.
