Possible Save System Bug

When I open and close this game it uploads something to the Steam cloud, it can't be save game files as I have deleted all my saved games. If it's not uploading game saves, then what is it uploading?

Is this game supposed to sync other files with the Steam cloud apart from saves or is this a bug?

From what you're describing it doesn't seem like an issue. It's possible that Steam Cloud is simply going through the check process to see if anything has been updated. Have you noticed what particular files or items get uploaded?
