Place the Italian pilot in the Erone. Place it in Taranto.

Place a Japanese pilot in the Reisen. Place it in Sasebo. Place the Garrison in Tokyo and the 6-4 infantry corps in Sasebo. CP in Tokyo.

Drop the resources lent from Germany to Italy to 5.

If the Axis win initiative, the Axis will go first but no reroll.
