Units inside Sub DDS not Refueling in Port

Build: Steam 1328.15
DB: DB3K_504

As the title states units based inside a submarine Dry Dock System are not refuelling when the submarine is in a port. Save included to see this just launch the sub and open its docking ops menu and see GARC-ISR and Echo Voyager.
They refuel ok if not in the sub but then use fuel to load back into the sub and they can't refuel from the sub as it has no additional fuel storage for diesel.

I have also included my logs as there is an Error in Exception Handler message.
