Bug: terraform infinite research doesn't apply to existing facilities

If you research quality for instance, you will have to rebuild every single terraforming facility in order to apply it. And you will have to do this every time you research it. This can't be intended right?

From the save it's hard to tell immediately what the issue is. Are you seeing advisors recommending you build new terraforming facilities? What planets are you seeing this on?

Do you happen to have a save from just before you research the terraforming quality tech that demonstrates that you have to rebuild the terraforming facilities?

Ilruud 2 (7th planet sorted on importance), it's stuck on 22% from when I build a Terraforming facility a while back, meanwhile I did the research 5 more times so it should be 27 percent. Only way to get the increased quality is to rebuild it, like I did with a bunch of my important planets.

Mind you the terraforming facility itself displays the correct max at 27% but it doesn't do it. And yes you can wait a while, the quality will not increase, this is already after a some years.

Also some planets (Tallaan 2) indicate a 10% max from when a very old terraforming facility was build and then destroyed, when it's not the actual max anymore, but that is more of a visual bug because there is no terraforming facility there anyways.
