Races max aggression value?

Does anyone know the max aggression value that would work in races files?
<Aggression>1.19</Aggression>

I want to make some races really evil.

The Hive has <Aggression>2</Aggression> so I will test this.

2 is the maximum. Disappointed is that even with aggression 2 dhayut does not use slavery.
