How does difficulty affect the AI's technology research speed?

The AI seems to be struggling to keep up with my technological advancement in late game.



As you can see in this image, I've already unlocked ICBMs and nuclear weapons, while the AI remains around technology level 7.5. I'm curious about how difficulty affects the AI's research speed, but I couldn't find any detailed illustrations in section 3.1.3.3 of the DIFFICULTY LEVEL section of the manual.

Even with debug mode on, I only get my own nation in "Regime statistics - Comparative tech levels".
How do you make the game show all nations?

That's wired. Then try turn FOW to lowest level.
