Undo move possible - in fact no interception after surface pursuit maybe carrier pursuit

I have reproduced what I think is very strange. But I am seeing this only in PBEM not in hotseat.
I am puzzled by this one.

So, here is the starting situation. I am the US player. My PBEM opponent is the Japanese player. The previous turn he has done a Surface Pursuit against my subs near Wake island.

I have checked several times in hotseat mode. You can do a Surface Pursuit only if you are in Fleet mode.
Raider mode won't work.

So this stack of DD are in Fleet mode. During my next US turn, my subs are retreating.

But, from Pearl Harbor, I have a stack of naval units ready to perform a Carrier pursuit since there are two CVL inside the task force. Please note that this US naval stack is in Raider mode.

I can retry several times the Japanese interception attempt by doing Undo move and moving back the US naval stack in Raider mode. Never the Japanese fleet will trigger a naval interception. However, we know that this Japanese fleet is in Fleet mode.

However, if I am doing the same move in Fleet mode. Then, the Carrier pursuit is done. But this is the Carrier pursuit of my US naval stack. There is no Japanese interception like in hotseat mode.

Now, to compare, let's see what is going on in hotseat mode. I am reproducing the initial situation. I have two subs next to Canton island in Raider mode.

With the US, I am bringing a fleet in Raider mode. Nothing is happening since the subs are also in Raider mode. This is perfectly normal and I can undo my move.

Now, I am coming back in Fleet mode. And here, the US is triggering a Surface pursuit. This is working.

Going to the Japanese turn, I know the US naval stack is in Fleet mode.

I am bringing a task force of 1 CA and 3 DD to engage the US task force. Please note that this Japanese task force is in Raider mode and not Fleet mode.

And here it is, the Japanese task force is intercepted. The US naval stack has performed a Surface Interdiction.

Thus, the Japanese task force is unable to perform an undo move. So, why did it not happen in my PBEM above? And why is it happening in hotseat?

I wonder if this is because I am Japanese to try to reproduce and not US. I will retry as US player in few hours to see.

Surface pursuit is done by the Japanese player only because the task force is in Fleet mode.

If I am sending US task force in Raider mode or in Fleet mode, a Surface Interdiction is triggered each time by the Japanese task force.

So, why is it not working the same in PBEM? If someone is willing to help to reproduce in PBEM, ping me.

It's the same mechanism. Only thing I can think of is some flag is lost on email I missed.

Looks like it works during one other PBEM test. Maybe a false issue. I don't know.
