I was U.S. allied with Russia at war with Japan.
Although I was getting VP from blockade and from Russian victories, was not engaged in any battles.
Ok,
but then this popped up a couple of turns from a negotiated peace.

Game continued to play afterwards.
Thought at may mean something.

Also unable to read game folder as location text exceeds frame. Any chance the early folder descriptions can be truncated to C:\...\?

Save game attached, but it may be a turn too late to see why the pop-up ocurred.
