Going to guards with no wins

Anyone else seeing this? Unit with no wins got upgraded and flagged as guards.

The guards cap ultimately controls how many units convert, so it's not a crazy bad thing, but isn't good either.

That may be scripted. With TB OFF, 88th will move to NF TB and this division have been renamed to 23rd Guard in 1942.
