Odd Russian Div in Water

I am playing against the AI as Axis. A Russian division appeared in the water. I thought it might be trying to land, but it can not be interacted with. Is this a glitch?

Well, it went away after a couple turns.

An AI issue, IIRC, which as you experienced eventually gets cleaned up by the AI (can't remember how, think it moves it onshore). I think this has come up once or twice in the past, too rare to track down and completely prevent.
