[1328.16] Strike mission VTOL and helicopter cannot land

In Ordeal by Exocet scenario there are aircraft strike from land base, carrier and frigate. After aircraft complete attack run, they are either circle last waypoint or repeat to fly flightplan until they run out of fuel. Manual RTB order was ignored.

Second Strike Test scenario shows while conventional aircraft (Tornado/J-15) could land normally, Helicopter (Apache) and VTOL (Harrier/F-35B) have problem in landing.
