I have been trying to play the Soviets versus the AI in the campaign game. However, I am running into issues with the difficulty levels. It seems the AI cuts through the Soviets like butter on 110+ morale, but performs very poorly on anything below the 110 morale bonus.

Is there a decent setting here? Maybe below 110 for moral but bigger bonuses elsewhere?

Also, does the Axis also "transport" units at the 110 plus settings?

Apart from the effects described in the manual, setting the AI to 110 morale does more than just increase the morale. It also enables teleporting of units, adjusts combat values and a raft of logistical and other advantages. Even on 105 morale, the AI can teleport. I usually prefer to set the normal morale at 109 - hoping the cut off works. You might want to try using the morale only option instead - recently introduced and reset the normal morale setting back to 100. It might take a while before you find a combination of settings that you like and you may need to adjust upwards as you get better.

It is difficult to get a good game playing against the Axis AI for the early war.
The AI is just not so good at attacking and with a lack of counters it is not difficult for the Soviets to pocket and destroy their spearheads. And if you give Axis too much of a bonus then the game tends towards a few super invincible Axis units romping across the map while the Soviets try to avoid combat and get enough counters in the way to pocket them.
VtB or StB I think make better games to play as Soviets.
