Enable Finnish Planes to go to Reserve TB

Because they often don't auto change planes when their existing type is in serious deficit. One could either let players change plane types in the Finnish TB or allow Finnish squadrons to be transferred to the AR TB and then manually changed and returned to the Finnish theatre. The second way probably is the best since then it can't be gamed as they cannot be used anywhere else.
