Still a "guess" : Perhaps the game could differentiate the PoH of anti-aircraft missiles with/without lateral thruster against anti-ballistic missiles.

I suspect this incident most likely explains why the USN was so eager to get the PAC-3 (lateral thruster equipped) into the MK-41 VLS. The SMs do not appear to perform as well against ballistic missiles as the Aster-30, which has lateral thrusters

There's already an "attitude control" property in the DB for this. Missiles are either pure-aerodynamic, combined, or pure-thrust controlled. This is factored into the hit probability calculations to a degree.
