AI ship stupidly not refueling

Playing as the Ackdarians, I’m at war with the Gizurean Nexus. Cunning Hero, the flagship of their 3rd Fleet, has no fuel at all. And it is just beside a Gizurean spaceport, which has plenty of caslon on-board. And the ship isn’t currently threatened in any way, whether by my ships or fleets, or by anything else. Nor is the spaceport.

So, given that, obviously, the ship will refuel at the spaceport. Of course it will...

NOT!!!

No, instead, it’s jumping somewhere, without any fuel in its tank.

What possible algorithmic branching could have resulted into this? How come a ship without any fuel, sitting beside a gigantic fuel source, and not threatened in any way, doesn’t have as its #1 priority to immediately refuel?

With game editor you can switch to play gizurean. Andd check what's the mission of the ship and how much caslon the spaceport stores.

I already knew the amount of fuel in the spaceport: 19687.

I’m pretty sure you already know this, but just in case you don’t:
  • It’s possible to know the amount of resources in another empire spaceport without needing to go in the editor. All you need to do is hover above the “Resources Shortage: X” in the selection panel (see green arrow above).
  • In the editor, you don’t need to play as the other empire to see their ships’ missions, or the resources in their spaceports. You just need to select the ship or the spaceport.

So even though I already knew the amount of Caslon in the spaceport, I went in the editor, mostly for the ship’s mission. But once there, I also checked the caslon amount in the spaceport, and it was the same as the one showed in-game (19687).

Regarding the ship’s mission, I suspected it was to refuel at Ussos 2 Mining Station, because it’s the fleet’s mission, which I could already see without going in the editor. And my suspicion was confirmed in the editor:

The Ussos 2 Mining Station is in another system, pretty far for the ship’s current location. Especially given that it has no fuel and that there’s a fuel source right beside the ship!

There’s definitely something wrong with the refueling algorithm.
