German units can enter neutral territory

Screenshot attached shows it

Italy is 69% mobilization and neutral

German sub CAN NOT enter any of the Italian ports, nor can it get supply from them

Albania is aligned with Italy (I believe starts the game as conquered) but the German sub can get supplies from it and can (as you can see in the screenshot) go into the port despite Italy being neutral

I guess the catch here is that Albania, by being set this way on our end, is functionally active, e.g. even though its parent Italy is not yet fully mobilized, which then allows for use of the ports like any other friendly port, be it major or a minor port etc.

This would be the same for Italian East Africa which would also be functional the same way as it is also 'mobilized' territory.

Aye but this leaves room for exploit. Technicall Albania is not in the war nor at war with anyone because their Parent country (Italy) is not. However Germany can use this now to resupply, repair and send troops.
