HQ FAQ wanted

Is there a good breakdown on the HQ system, on how it works and what is the best benefits from matching units to local HQs? Want to make sure my forces are getting the best bonuses and avoiding penalties.

Probably the most important takeaway for land ground units is that they don't have to be matched to the local HQ to get the combat benefits of the HQ. So, there's no pressing need to keep subordinate LCUs with their higher HQs.
