What happens to Finnish troops when Finland Surrenders

In my game against the Axis AI it is September 1943 and Finland has surrendered and it says all Axis forces in the Finland theatre are transferred to the Reserve box. But historically Finland became a neutral country and their forces did not continue to fight for the Axis. Indeed SS troops in the North of Finland had to fight their way out of Finland through Soviet and Finnish troops that tried to stop their retreat leaving devastation in their wake and bitterness about the burnt villages and farm houses they left behind.
Only German forces in the Finland box should transfer to the Asix reserve theatre box when Finland surrenders.
