[1328.18] AAW Patrol Mission A/C Fail to Engage if No Prosecution Zone

This is a follow-on to this issue:

While that issue seems fixed, a new issue has appeared in which the patrol A/C ignore hostile contacts when NO Prosecution zone is selected for their. They ignore the "Investigate unknown contacts outside patrol zone" check.

Traditionally for CMO, the opposite behavior would be expected in this situation; the patrol A/C would chase boogies all over the map. That is the assumption that I built into my A2A BVR Duel QBG missions, in which this latest bug is very apparent.

The boogabooga doctrine for CMO: Any intentional human intervention needs to be able to completely and reliably over-ride anything that the AI is doing at any time.
