Railyard spawning out of nowhere

Howdy folks,

I was testing again the 1941 GC vs the Impossible AI when I noticed this. In the original scenario, there are no railyards in Abrene and Aluksne:

Yet, when playing the GC and selecting the "Toggle factory location on/off", I noticed that there are two level 1 railyards in the aforementioned locations:

So is the AI allowed to build level 1 railyards out of nowhere, when playing on the Impossible difficulty? I mean, I don't really dislike this feature, as I can use those railyards for myself once I capture and repair them.

Haven't look too far into this, but I just assume it's depots being built in these locations.

According to the manual:
25.7.2. Creating Depots
Players can create a depot in a town, city, urban or airfield hex (in each case these must be on a rail line), or any other hex just containing a rail line at the cost of one AP point, and can disband eligible depots at any time. Whenever a depot is created in a rail line or port hex without an existing railyard, a level 1 railyard will be created with 100 percent damage at that location.
