I checked the Manual on this question and found no answer:

We know that when we send an SU to a new HQ that this costs half of its Combat Prep Points (CPP).

My question is: What happens to the SUs attached to a particular Corps HQ when they stay put, BUT, the Combat Divisions assigned to that particular Corps HQ are changed?

For example, during the Move Phase, German First Corps HQs Infantry Divisions are a bit mixed up in the front sector. We don't want to waste Move Points to group them on our intended hex to be attacked. So, instead of moving them, we simply detach them from the Corps HQ and Attach the Divisions already adjacent to the target hex, even though those nearby Divisions were attached to a different Corps HQ at the start of the Move Phase. The SUs in the First Corps HQ have remained in place throughout the Move Phase and are in place for the Attack Phase. Only the Divisions attached to the Corps HQ have changed.

Is the SU commitment process penalized in any way because there are new Divisions attached to the Corps HQ, assuming that Corps HQ has not exceeded its Command Limits? My review of the Manual says to me that the answer is "No".
