7.00 bug CW dow: convoys and petrol

Hello:

This has happened to us yesterday, and we repeated from HQ reorg and we had it today too.

When CW and France Dow, and select getting their reserves on map, the CW gets a huge amount of convoys as a present, plus 3 oil.

I enclose previous save.

Finally it seems it gave 9 oil.

I put all the extra oil and conv in Belfast to try to delete them more easily,
