What types of leaders,if any, are best suited for base engineer units and Anti Air units?

Low levels of leadership and admin so they won't fix anything, low levels of land and aggression so they won't shoot anything.

It can be if you want the leader somewhere else, the AAA units to fire more often, the CD units to fire or with a low aggression to not fire to sucker the opponent into sailing CVEs past a units with CD guns. Yes, that did happen in a game according to an AAR . . .

Sometimes if you get a good one, one better used elsewhere. But too change them because their bad is a waste of pps.
