Invade Vietnam? When?

Hi All,
I need the space next to China in Vietnam to attack Nanning. What are the consequences of attacking Hanoi before September 1940?

Big increase in USA mobilisation. To be avoided. Better to take it through the decision event. Strategy guide lists the 2 potential outcomes.

Yep, unlike Vietnam 1968, it's free for Japan in 1941
