Bases and own oil requirements

I know it's a thing but can't find it. Situation is I've a tanker TF loading oil in Palambang but it's doing it very slowly. Palam has 14.4K oil and looking at traker this figure has been vovering around that mark for 10 days so i've put the slow loading down to the base keeping it. This isn't a game problem but I'm trying to find out if it's a times or pecentage figure of it's oil useage needs it keeps. Oil prod is 582 with 615 refinery.

It's the only TF, docked in a level 4 port with no damage and up to now had no problems loading and still don't for fuel and res.

I am not sure what the ratio is but Palembang will hold so much oil back to feed the refinery. Loading fuel might be the better option if the oil supply is so tight.

If you turn off the refinery for a couple of days you will be able to load oil....GP
