Saved oil can't be used in production

game version 4, but reverted to 3 (as described somewhere on the forums here) because version 4 became unplayable (wouldn't load).

The situation (just end two or three subphases to get to the chinese turn):
China has a saved oil in Kweiyang, but can't get Kweiyang to use it in production (Kweiyang can't receive any other resources because the burma road has an EZOC).

If I try to set it up for 'production in place' at Kweiyang), the production screen simply states that the saved oil is being used in production at location 'none'. No BP for China.

Also I think the build point lend leased to China by the USA will not arrive during final production, because the game insists on sending the 1 BP lent to China by the UK from Canada (preventing the 1 BP from the USA to use the convoys).
I have defaulted this UK-BP from Calcutta a lot of times (allowing the BP from USA to reach Kunming), but between phases and loading the game the program keeps resetting the BP sent to Kunming from Canada...
